He was one of several dogs that were left to die in a kennel along side Hougen and Genba.
He only appears in the anime.

When Hougen tells him to eat one of the dead dogs in the kennel, he refused and said that those who eat other dogs are known to get sick or even die. However, Hougen forced him by saying that he would kill him if he won't eat him. It isn't official if he is alive or not. He is most likely dead because the narrator said Hougen and Genba ate all of the other dogs in the kennel before the police arrived, so he was probably killed too.
